I think if she has freckles, she probably has pale skin and anything too dark with make her look even more pale, and dead looking....I say a reddish blonde would look cute...or plain blonde with some lighter highlights!

I think if shes 14 she should wait to dye her hair... I mean shes not even in highschool yet. Once you dye your hair you cant just stop, you have to re-do it every few weeks to do roots...

I would suggest a darker red. Not so dark that it would almost be brown though. More of a red like on the hair of the model on this website:
