It might work if you have the right skin tone for it :) Meaning, cooler skin, not warm. Blue black might accentuate the blue of your eyes

i believe it.........having dark hair on such fair skin would make you look like a witch........and the blue eyes.......thats ok to have but if you put fair skin and blue eyes together............really not going to work......

i dont think so at all i think its sounds beautiful and if sure it makes ur eyes pop out try a dark eyeliner that compliments you eyes along with a nutral colored eye shadow!
