There are many tourists that visit China. Or people who take up residence in China for one reason or another. Or people whose parents or grandparents moved there. How does anyone wind up where they are? By travel, migration, or population shifts either by themselves or by their ancestors.
If you track migration patterns throughout the history of China, you'd find European diplomats and businessmen who settled in China. There were US soldiers who stayed. There were Russians who fled to China during the end of the Czar years. Their descendants are all Chinese now, but they might still retain some Caucasian traits like hair and eye color that you mentioned.

There are probably no Han Chinese with these characteristics. However there are many minority groups in China, particularly on the western and southern borders. It is quite possible that some of these minorities (particularly in the west) have different colouration.

Well, yeah, where "Chinese" refers only to nationality, there are plenty of people of all different ethnic heritages who can claim Chinese nationality.

So in the "other" category, you're going to have plenty of people of all sorts of different hair and eye colors. In fact, with the count at around 1,313,973,713, you'll have 106,431,871 people of varied backgrounds and appearances, and that's only counting the "other" category, I am sure there's a degree of variance in the other ethnic groups as well.

I do not know the per mill. But, I have traveled extensively through asia and China. China is a country as large as the USA...so if you think about it, logically there should be some differences. The further East you go...towards Europe and the Middle East, the less they look "Chinese." You will find cities full of people who speak Chinese as a native language, but are Muslim, and are descended from Muslims out of the Middle East, so they look 100% Arabic. Up towards Russia there is alot of cross the border travel and movement, especially 20+ years ago when the USSR and China were good friends. So up in the border region there are lots of people who are blonde with blue eyes, but are "Chinese." I have pictures from my trips.
But I still can't tell you a per mill...sorry.

You may also like to know that during WW2, when the Germans were persecuting the Jews, the only city in the world that accepted jews was Shanghai. At the peak, there were more than 400,000 jews in Shanghai - some inevitably stayed...

Maybe in Xinjiang there are many minorities.they are white and look like Russian or Arabic
